Hulk Hogan is the best WWF/WWE champion in history,I wouldn't put Lesner on the short list as I thinks he's a crap champion. How could Kane be the best champion ever he only held it for 1 day.
On the your list I would say the best chapion was Triple H, I hate him as champion but have does make a good champion. HBK would be a close 2nd.
On the other topic I hope HBK win's Triple H and RVD wins the RAW number 1 spot so at WM20 RVD v HBK in a ladder match.

the best champions ever IMO are:
Hulk Hogan
HHH
and Bret Hart
i would say the Undertaker, and HBK but they make fantastic challengers.
The Taker is always good as a face or heel, there's always the question of "How much will Taker kick the Champions ass?"
and HBK, there's the 'Eye Of The Tiger', Never giving up Stereotype, so he always adds that hint of Uncertainty of who will win the Title Match.
